Context: ask the Human resource personnel in the company.

I am wondering If you are hiring.

I was wondering If you were hiring.

Can we ask these ways? Which one is polite?

Could "personnel" refer to the HR Manager, HR associate, or any HR positions?

Here on the East Coast of the US, the polite formula is "I was wondering if you were hiring." I think that it's a little too mealy-mouthed if you want to present yourself as a go-getter. The other way is OK, too, as far as the English goes, but again, you want to sound more eager, I think.
