Wondering

Hi,there.
I have a grammer question which is perplexing me.I'd really appreciate it if you answer as soon as possible.Thanks in advance.
So here is the question:
''Concerned people all around the world are wondering.....''
There are two choices to this question,the correct one as I cheched from the key is that:
''....when we humans will stop damaging the environment.
However,I have a difficulty in determining why the other one is not correct;here is the other:
''....why is the global temperatures higher now than it was a century ago''
I have one assumption as to it that the latter is noun clause while the former is verb clause.
