Wondered VS Wondering

Hi
Could anyone explain the difference between "I wondered" I was wondering"
For example: I wondered if you could help me.
can we say instead I was wondering if you could help me
Also, I find the usage of just "I wonder" quite confusing.
Like, I wonder if she can make it.
Thanks
