Wonder which sentences make sense and are grammatical.

1. ?Svetozar Marovic is on suspicion of paying 450000 Swiss francs to bribe the Swiss administration.


2. ?Svetozar Marovic is arrested on suspicion of paying 450000 Swiss francs to bribe the Swiss administration.


3. ?Svetozar Marovic is suspected of paying 450000 Swiss francs to bribe the Swiss administration.


4. ?Svetozar Marovic is under suspicion of paying 450000 Swiss francs to bribe the Swiss administration.


I think 2, 3, 4 are all grammatically correct and make sense, except 1.
