wonder vaguely

I saw this sentence in a book, and it just struck me as not very clear as to its meaning.

He wondered vaguely how many others like her there might be in the younger generation.

Does the adverb 'vaguely' modify the following 'how-clause' or
simply the main verb 'wondered'?

"vaguely how many..." seems an unusual thing to wonder. This may be partly because the notion of uncertainty is already supplied by the verb "wonder" itself. However, in "wondered roughly how many", the word "roughly" does modify "how many", so there seem to be other factors involved too, probably to do with familiar patterns of collocation.
