I was wondering if he could still play basketball or not. Or

I was wondering if he can still play basketball or not.

Which is correct or are both useable?

The first is absolutely correct! The second isn't correct because you've mixed the tenses: according to the rules as there is the Past Continious Tense in the main sentence, you should change second sentence to the Past: Present Simple to Past Simple( can to could) ... But it may be commonly said, who knows(I don't know)...
