If someone who didn't pay the bill after he/she ate a meal at a restaurant, how to call the person's behavior?

The word "dishonest" is not concrete or substantial enough to describe the man's behavior. Maybe there is another Englsih phrase or sentence to expresss this Chinese idea. I just can't figure it out.

Please help me.
