Without - conditional clause

ex1) Without him, I could have not solved the problem

= If it had not been for him, ~ (Unreal conditional)


ex2) Without additional qualifications, it will be impossible for you to get ahead in your career

= If there aren't additional qualifications(??), it will ~~ (Real conditional)


Q. Can a preposition 'without' indicate both 'unreal conditional' and 'real conditional' ???

In addition, I 'd like to know how to change a prepositional phrase to (un)conditional clause
