Pb, perhaps this is an American thing, but I'm more familiar with "Without question" and "Without a doubt" -- both mean "It is most certainly true."

He is without question one of the most famous faces in the news. Without question, she is one of the meanest, nastiest people I have ever met.

(Hey - who was it that was askinga about metonyms? There's one: faces in the news.)
