within and between

Hi Teachers
What is difference between "within and between" in this text:

these notions have the effect not only of advantaging white people in representation and of discriminating between and within them.

Do the writer talk of discriminating between white people and others?

The sentence you quoted may be incomplete, because there is only one group mentioned (white people). For example, criminal behaviour might be measured within the townspeople and between white and non-white townspeople. Incidences of crime within all townspeople: 15% Incidences of crime between white and non-white townspeople: 12% versus 18%
