With which he made a difference in his life time

Hi teachers,

This is the hotel in which I stayed last year.

I understand it as "...the hotel I stayed in", however, the following sentence is a little long.

Then and now, the country knew that Reagan changed the conversation (and the tax rates), and they apprecited the admixture of conviction and flexibility with which he made a difference in his time.



1. Does it mean "Then and now.......and flexibility he made a difference in his time with."?



2. What is "with" meaning in the text? Do we need "with"?
