"With waves in effect for the region"

"With a special warning for heavy winds and waves in effect for the region an official from the response team reportedly said divers will most likely not be able to resume operations until Monday."

While I read a news article, I faced some odd expression, so I need your help. I think that the first for is used properly but I feel like the second for is somewhat odd and it should be in or is there a reason for is used there and for can be used for the meaning of in like that? What do you native English speakers think? Thank you so much.

I think the first "for" would be better as "of". Both "for" and "in" seem possible in the second case, with maybe just a faint difference in meaning: "in effect in the region" -- the warning exists within that specific region "in effect for the region" -- the warning exists generally and applies to that specific region I would put a comma after "region".

I would put a comma after "region".

By the way, just to be clear, your subject line asks ""With waves in effect for the region"?, but it is the warning that is in effect, not the waves.
