I think the first "for" would be better as "of". Both "for" and "in" seem possible in the second case, with maybe just a faint difference in meaning: "in effect in the region" -- the warning exists within that specific region "in effect for the region" -- the warning exists generally and applies to that specific region I would put a comma after "region".
