"With" vs "having" vs "that has"

Hi there, is there any difference between having and that has in the following sentences?

1- The US, which has a population of 330 million people, has declared a war against terrorism.

2- The US, having a population of 330 million people, has declared a war against terrorism.

And in the second sentence should I need to use commas like the first sentence (,having a population...,)?

And can I also use with instead of having? This site says with is synonymous to having. https://www.google.com/amp/s/dictionary.cambridge.org/amp/british-grammar/with

A- The US, with a population of 330 million people, has declared a war against terrorism.

B- with a population of 330 million people, The US has declared a war against terrorism.
