With Vs. By

1. "I have a problem WITH this guy's attitude"
2. "I do have a problem; however, BY the implication that I need them to do my work for me"

Hi, I'd like to ask what the reason is for the 2nd sentence to use 'by' instead of 'with' like in the 1st one?

Thank you
