With this in mind, I have designed the educational blueprint of William Language School to enable students not only to succeed in their public school English classes, but also to be successful abroad, whether in further study or traveling.

Hi. To some extent, yes. I'd say he implied he kept this in his mind, he took it into consideration and developed blueprint..
