I am familiar with the grammar construct of ", with +V...".
But could be verb here be in past tense?
Such as "This is a successful project, with the designer personally devised every single detail"?

There are a lot of projects that require a lot of preparation and detail planning beforehand, the execution of the project is not brought until all the planing and preparation have been done.

If you do not include the execution as part of the project, you may end up having to tell the end-user that the project was successful but the execution failed miserably. In my experience, they don't say 'Oh, good!'
