With respect to, in relation to?

Hi! everyone.

Would you clarify these terms to me?

1: A reference point is a point that is considered stationary to which the object in motion can be related to.

Does "related to" here mean "compared with"?

2: We measure the position of an object with respect to or in relation to a fixed point.

What do "with respect to" and "in relation to" mean in this context?

Thanks.
