With regard to or over?

Please look at the following sentences
1. He was arrested with regard to the murder of a young man.
Does the above mean that He was arrested for the murder of a young man? I mean has it been concluded that he has killed him or it is just that he has been arrested on the basis of suspicion?
Or can "With regard to" and "for" be used interchangeably?
If not does "for" connote establishment of guilt and "with regard to" just suspicion and not being sure?
