With--Prep Phrase

With its plan to develop seven and a half acres of shore land, Cleveland is but one of a large number of communities on the Great Lakes that are looking to their waterfront as a way to improve the quality of urban life and attract new businesses.

Guys,

...With its plan to develop seven and a half acres of shore land is a prepositional phrase and thus should be attributed to Cleveland ..If so how could an inanimate object (name of the place) has plan?? Or is my understanding wrong..Please help me
