with or without "the"

Hi,

I think "the" includes the nuance of "all" so saying "Big band music was very popular during the 1930s" means the band music was very popular throughout all these years at least.

My question is, if something was very popular, say, from 1992 to 1997, can I say, "it was popular during (or in) 1990s."?

It sounds ungrammatical to leave "the" out of a decade. Use "the '90s/the 1990's".
