With or without "the"

I understood park names do not take the definite article "the" as in the case of Central Park but there are some examples with "the" as follows:
1)The Peace Memorial Park in Hiroshima features a one-story exposed-concrete museum. (NY Times)
2)Upon arriving in the Peace Memorial Park, the most remarkable sense of inner city tranquillity strikes one immediately. (NY Times)
3)Earlier in the day he was joined by the jazz artists Herbie Hancock and Wayne Shorter in a visit to Peace Memorial Park in Hiroshima. (NY Times)
