With or without "DOWN"?

"They broke out of a prison in florida"

"They broke out of a prison down in florida"

Hi, what difference does it make by including down in the sentence? What does it mean exactly here?

Thank you

We often (correctly, or incorrectly) assign words [ up, down, back, out ] to the directions on a map [ north, south, east, west ]. In this case, the speaker is north of Florida. I'm not sure how common this is outside the US.
