with or in

Is it correct to say :
"The woman with the white dress" when we are describing a person in a crowd or are we only allowed to say: "the woman in the white dress"
And by the way the speaker would be describing the clothes they have on and not the ones they might be carrying.
and also i found both the above mentioned usages in a book named "Among The Living";
-- the woman with the white dress.....led Alice to a bench in ....
-- the woman in the white dress had been alone walking down ....
