With or From, which preposition is correct here?

Sentence: Do the rules of my country allow international payment with/from PayPal account?

My question: Which preposition would be grammatically correct to use in the sentence? With or from?

*I'm very confused regarding the correct preposition in the sentence. First I intuitively selected "from" but on proofread I feel it could be "with" also. On further researching the use and meaning of both these preposition, my inclination for "with" has increased. However, I'm still not 100 % sure about the correct preposition. Can any teacher or person well-versed in english tell me what preposition should come there and why?

Hi, We normally speak of 'laws' or 'regulations' of a country, not 'rules. Both can be used. payment with a PayPal account - suggests the account is used as the method of payment payment from a PayPal account - suggests the account is the source of the payment, ie where it comes from.

We normally speak of 'laws' or 'regulations' of a country, not 'rules.

Both can be used.
