1. Does the the use of "with" mean this special section is filled/built with articles, ideas [..]?

2. "Let me help you with your bag." What does "with" here mean?

3. Which one it means "Doug Clark's recommendations on the R-rating issue" or "articles, ideas, and links on the R-rating issue?"
