With many websites and applications still using Internet Explorer, Microsoft is trying to avoid having two active browsers at once.

I know that "With many websites and applications still using Internet Explorer," is a prepositional phrase but unable to figure out the relationship shown by "with". What kind of ideas are expressed using these "with phrases" and do they always lack verbs? What do they modify here?
