With confidence

Hi

"The bank can lend with confidence to its customers."

I assume that this means "the bank can confidently lend money to its customers," but I also wonder if this has another meaning: "the bank can trust its customers in lending money to them." Which is close to the original sentense?

In the US, people are generally PO'd because the taxpayers bailed out the banks, and now the banks have tightened up credit and are holding on to the money.
With business so bad, the only way the banks can lend with confidence is if the government guarantees the loans.
