Hi,

"With as fast as he was getting better after I told him he could stay home today, there’s no way to tell if he was really sick."

Can I rephrase the highlighted part as "Considering how fast he was getting better after ...," or "He was getting better so fast after ... that"?

No, and it is not a collocation. Here is the structure:

With [= considering] (as fast as [= how fast] he was getting better after I told him he could stay home today), there’s no way to tell if he was really sick.
