With access

Whether learning online or face-to-face when it’s safe, they'll be joining a supportive and inspirational learning community. With access to guaranteed accommodation and their own personal Academic Support Tutor, they could even get a cash award worth £2,000

Why have they used the future tense(they'll be joining...)?
