With a nerve-slapping racket

Twenty-six hands shoot into the air. And Zinkoff, jumping to his feet so fast that he knocks his desk over with a nerve-slapping racket, thrusts up his hands and bellows to the ceiling: "YAHOO!"

Does "a nerve-slapping racket" in the above mean "an uproar that can slap people's nerves?" If not, what does it mean? Thanks.

I think it means a very loud noise. There could be other definitions bit I am not sure about those.
