I try to analyze and understand this and I fell into confusion with ’,with 813 newly confirmed cases on Saturday’.

Is it rewritten as ’,and 813 newly confirmed cases were on Saturday’?


Or the meaning of ’with’ here is like together?

Or is the first sentence unnatural?
