Chief of Department of the New York City Police Department Carlos Gomez said there will be multiple layers of security all over the city, with 65 sanitation trucks and over 100 blocker police vehicles to be placed around the Times Square perimeter.

I have learned that with can be used like

Do not talk with your mouth full.

With a night coming...

With his arms crossed...

And then I was wodering if 'to do' is can be used with the grammar, meaning that 'and they will be placed' or the meaning of 'with' in the passage is 'together'?

Thank you so much and then "to be placed around..." modifies '65 sanitation trucks and over 100 blocker police vehicles' behind like 'there is no one to help me now' 'to help me' modifies 'no one', I think.
