Aso said Japan would like to introduce such a system from a humanitarian point of view, with Myanmar refugees in Thailand the first invitees.

(Aso is my country's prime minister and now at stake. Emotion: big smile)

As far as I know, accepting Myanmar refugees may start 2010 in Japan, but this sentence looks like it is now accepting them, because the 'with' clause usally used to describe a current situation.

Thanks.

Liveinjapan because the 'with' clause usally used to describe a current situation. Not necessarily. The team is already looking forward to the start of the 2009 season, with the Rockford Rockets set to be their first opponents.

No, because there's no finite (inflected) verb in the subordinate with clause, so the tense is indefinite, and you have to take your cues about the tense from the rest of the sentence.

I'd say the construction suggests this:

Aso said Japan would like to introduce ...,

Understand!
CalifJimAso said Japan would like to introduce  ..., and would like to make Myanmar refugees ... the first invitees when that (introduction) (eventually) happens.
This helps me understand it!

Thanks, CJ.
