With the most popular big hotel now destroyed and local restaurants frequented by westerners the target of extremists — Luna Caprese, one of the few places in this Islamic country where you could have a glass of wine with a meal, was bombed in March — Islamabad's sleepy night life has slipped into a veritable coma.

Could you please tell me the structure of the sentence.

I think the blue part indicates the current situation or the reasons of the red part  and the green part is additional information to the current situation, which is the past event from the blue part.

I think the blue part means, "The big hotel was destroyed and restaurants foreigners often come to have been targeted by extremists."

But in my theory, 'target' shoud be 'targets', so my theory may be wrong.

Someone says 'the target of extremists' is 'Luna Caprese' in this sentence, but if so, do the two s make sense?

It's correct, and the emphasis is the same. It's a typical transformation called "Whiz Deletion". You delete who, which, or that followed by a form of the verb to be. Here are a few examples.
