Can I say,

(b) They wished each other "Happy Deepavali".
(c) He wished a "Happy Deepavali" to his friend.

The usual formats are these.

Tom wished Mary 'Happy Deepavali'. (This uses direct speech.)

Tom wished Mary a happy Deepavali. (This uses indirect speech.)

If there are two people speaking to each other, say They wished each other . . . . .
