Wish would have done

"There’s a long list of books I wish presidents would have read before coming to office—before, because normal presidents barely have time to think once they get there. " dear native speakers , is it the same as "I wish the presidents had read more ", and does this construction relate to the presidents up to now or could one say this with reference to future presidents like , I wish the next president had read more before coming to office.
