Wish with Could

Hi,

Can someone tell me why you use wish with could plus verb, i.e. "I wish I could move out?"

I understand that we use wish when we want our reality to be different from our current situation, but why, in the sentence above, do you use "specifically," versus another word?

"I wish I could move out" means "I wish I was able to move out", i.e. expressing wished-for possibility/ability.
