wish that...

I know that "that-clause" followed by "wish" cannot have a present tense.
For example, it would be ungrammatical to say "I wish that he's coming." Instead, "I wish that he were coming."

Now, if I negate the verb, does the rule still stand?
That is, is it ungrammatical to say "I don't wish that he's coming."?
