Wish I said or had said?

Hi. Please help. Let's say there was a person who had a great chance to say something important to another person. Now, he had missed the chance and was regretting it. Which is correct as to what he could say?

1. "I wish I said it"
2. "I wish I had said it"
3. "I wish I said it back then."
4. "I wish I had said back then."
