Wish

Hi,

'Our city doesn't collect rubbish often.I wish they (collected,would collect) rubbish more often.'

Which choice between brackets should be used?I think both are possible but I need to know how they differ in meaning if both can be used .And can one form always substitute the other in all contexts?
