“wiser” is an adjective usually. “John is wiser than the other student.”

However, ‘the wiser’ acts as a pronoun in, “Of the two students, John is the wiser.”

For me, "No one is wiser", by itself, rather leaves unanswered the question "Wiser than what/who?". However, "No one is the wiser" has an idiomatic meaning that can stand alone, i.e. that no one has found out or understood or become aware of something.
