Wire down

Hi.
What does wire down mean in:
When the OS was designed, memory was at a premium. The choice was made to wire down the page tables.

My guess is that it refers to "hardwiring" vs software. Perhaps the tables were places on a card or a chip. That is, they could not subsequently be modified or augmented.
