Wipe off or wipe out

Should I use "wipe off" or "wipe out" in the sentence below?

1) In the recent past, some Arab states wanted to wipe Israel out of the Middle East map.

2) In the recent past, some Arab states wanted to wipe Israel off the Middle East map.

By the way, with the expression "in the recent past", is it correct to use the simple past above or should I have used the present perfect?
