Green Arrow and Hawkman are waiting on the roof of Daily planet for Icicle.

Green Arrow: I heard my wingman. (He heard the villain?) Did you put
the call into the snow miser? What is that?

Chloe: I rerouted the call through the hospital and left a message
that said that his father's taken a turn for the worst. Is about to pass away?

If icicle is checking in as often as he has been, we should be able
to catch him at Met Gen.

I got it. Snow Miser is a reference to the mutant they call Isicle in this episode.
His power is to shoot ice from his body. But what does it mean to put the call into him?

From the sound of it he seems to be an ally and they are trying to get a message to him (via telephone call for example) to come and assist them or alternatively he is an enemy and they are trying to lure him into an ambush.
