Win up [in the products themselves as well as in the environment]

America is battling a growing problem with both waste and pollution. Current manufacturing processes produce harmful chemicals, gases, and other poisons that win up in the products themselves as well as in the environment.

I think the phrase "in the products themselves as well as in the environment" is a complement of "wind up," and it modifies "harmful chemicals, gases, and other poisons."
