I wonder if there is subtle difference between "1" and "2".
1. Will someone get the phone?
2. Is someone going to get the phone?

eg Will someone get the phone? It's been ringing for 10 minutes, and it's driving me crazy!

I was about to say that was what #2 sounded like! I think it all depends on tone of voice.
