Will vs would

Hi,

'There will never stop to be greedy people who would/will do all they can to take even your bits of bread.'
''There would/will never stop to be greedy people who would do all they can to take even your bits of bread.'

Do I have to stick to the same form of 'will' or 'would' in both parts of the sentence, or is it OK to use the above mixture? How does this mixture add to the meaning, if regarded as correct?

P.S: I used '... is it OK ...' . If I used ' ... would it be OK ...', does it make a difference?

Lots of thanks.
