Could anyone explain/paraphrase the meanings of the sentences in purple, red and blue?
1/ In this chapter, the author is talking about low self-sufficiency of people. But I don't understand how "government is involved"-- governmental parternalism.
2/ What do the words in red mean? Do the words mean there's a fault in self-sufficiency that causes the problem in the people who are self-sufficiency?
3/ What do the words in blue mean?
What do the governmental assistance refer to?

To build a happy child parents need be guided by only two
precepts:
