Will or going to

Hi

Which one is stronger?

1. They say it will rain tomorrow.

2. They say it's going to rain tomorrow.

I don't perceive any difference in strength. (1) feels more formal (partly because of "will", but partly just because a contraction has been used in (2) but not in (1)).
