"Will have" Vs "Would have"

Dear teachers,

Which of the following sentences is grammatical?

1. I reckon, by Dec 2018, I will have decided.

2. I reckon, by Dec 2018, I would have decided.

In my opinion, only 1 is correct. What do you all think?

2. I reckon, by Dec 2018, I would have decided.

Remove the commas. After that, only sentence 1 is right, as you say.
